Sorry to tell you, this may be either very simple, or quite complex as the case may be. If you use a good theme, you will be ready to be Responsive. And you won’t have to do practically anything.

But sometimes there are “details” that can be improved so that web browsing is better on mobile.

There are some themes and builders, which facilitate the task, such as Elegantthemes Divi and Extra themes. And they allow you, without modifying code, to change the properties of the elements for PC, tablet or mobile.

Otherwise, the modifications are made directly in the css code of the website (here I explain what this is and how a website works).

Obviously, being all the time looking at your website on the phone while correcting is a bit of a pain. Therefore, there are methods to view a website on the PC as if it were a mobile.

The simplest is using the Google Chrome browser: Right click> Inspect. And there you find a button with an image of a mobile and a tablet:
